Noordelijk Havenhoofd Scheveningen

The north side of Scheveningen harbour is being redeveloped to provide space for new employment opportunities, businesses, hospitality venues, and leisure activities. This project, named Noordelijk Havenhoofd, is initiated by a collaboration of companies in the fishing industry. The redevelopment includes over 65,000 m² of new construction, partially located beneath a newly created dune landscape. VolkerWessels Vastgoed is developing the plans in partnership with the municipality of The Hague. KCAP has designed the urban plan, which is being implemented in phases. Team V is responsible for three sub-plans: Car Park, Dune, and Boulevard.

Car Park

The car park is the first phase to be completed. This underground facility, designed in collaboration with Queeste Architecten, offers 840 parking spaces. After construction, it will be covered with sand to create a natural, accessible dune landscape. The entrance to the car park is seamlessly integrated into the dunes, with smooth lines that blend into the surroundings. The concrete facades on either side of the entrance feature vertical grooves of varying widths and depths, representing an abstract interpretation of dune grass. The new dune will feature an attractive promenade with views of the boulevard and beach.

Dune Sub-Plan

Above the car park, the Dune sub-plan will be developed, offering spaces for tourism, cultural activities, hospitality, and retail. This plan includes a continuous ground floor designed for public use. On this base (‘plinth’), there will be four pavilions and a publicly accessible viewing platform with views of the harbour, beach, and sea. The facades, made of anodised aluminium, will be in two sand colours, harmonising with the surrounding landscape. Each pavilion provides access to spacious roof terraces, planted with various types of dune grass.

Boulevard Sub-Plan

Along Strandweg, between the Inntel Hotel and the dune pavilions, Team V is designing the Boulevard sub-plan, which will feature fish restaurants and shops on the ground floor, with holiday homes above. The design includes eleven apartment blocks that are staggered and vary in height from one to four storeys. The blocks at the front have facades of grey, weathered wood, while those set further back are clad in sand-coloured Jura travertine. All apartments will feature spacious balconies with sea views. Together, these three sub-plans aim to create a vibrant and varied landscape along the boulevard, with a visual quality and colour scheme that complements the natural environment.
